Senior Case Worker and Program Coordinator
Full-time Winnipeg | Partially remote Salary range: $27 – $30/hour ($56,160 – $62,400)
Summary
This role is a designated organizational transition and leadership development position intended to support SHADE’s long-term sustainability and continuity. The successful candidate will receive direct mentorship and practical exposure to nonprofit leadership, operations, fundraising, administration, and program management as part of SHADE’s transition planning, with potential opportunity for future progression into organizational leadership roles subject to organizational needs, performance, Board approval, and funding availability.
Background
Safe Housing and Directed Empowerment (SHADE) is a registered charity operating in Winnipeg, Manitoba. SHADE supports immigrant and refugee women, and any of their children, who have been impacted by domestic abuse, family violence, and gender-based violence. Through psychosocial programming and practical support, SHADE empowers immigrant and refugee women to rebuild their lives and move toward healing, safety, stability, independence, and resiliency.
Incorporated in 2014 and receiving charitable status in 2016, SHADE has grown from a volunteer-led initiative into a small community-based charity delivering specialized support to immigrant and refugee women in Winnipeg. SHADE continues to strengthen its programming, organizational systems, and long-term sustainability.
During fiscal year April 1, 2026 to March 31, 2027 (FY 2026-27), SHADE will operate two core programs:

During FY 2026-27, SHADE is seeking to expand its service delivery capacity and strengthen its organizational systems through the creation of a new full-time Senior Case Worker and Program Coordinator position. This position is intended to support increased client services, organizational sustainability, and long-term transition planning for the organization.
Working closely with SHADE’s Executive Director, the Senior Case Worker and Program Coordinator will gradually take on increasing responsibilities related to client services, program coordination, administration, reporting, and organizational operations throughout the fiscal year. The position is designed to provide direct mentorship, practical experience, and exposure to nonprofit operations within a small community-based organization environment.
Position Purpose
The Senior Case Worker and Program Coordinator is responsible for supporting SHADE’s client services, program coordination, administration, and organizational operations during the 2026-27 fiscal year. Working closely with the Executive Director, the position will play a central role in delivering SHADE’s Directed Empowerment and MIRRORS programs while supporting the organization’s continued growth, sustainability, and transition planning.
The position will provide direct psychosocial and practical support to immigrant and refugee women impacted by domestic abuse, family violence, and gender-based violence. The successful candidate will gradually take on increasing responsibility for client case work, program coordination, record keeping, reporting support, communications, and selected operational functions throughout the fiscal year under the mentorship and supervision of the Executive Director.
The Senior Case Worker and Program Coordinator will also support organizational development and systems strengthening initiatives, including client feedback processes, service tracking systems, program tools, selected operational procedures, fundraising, reporting, community engagement, and exposure to organizational operations.
As a general guide, the position is expected to involve approximately 50% client services and program delivery, 30% organizational operations and administration, and 20% organizational learning, transition, and sustainability support. These proportions may vary based on client needs, program cycles, operational priorities, and the transition process.
Key Areas of Responsibility
1. Client Services and Program Delivery

Provide psychosocial and practical support to immigrant and refugee women impacted by domestic abuse, family violence, and gender-based violence;

Initially shadow and work alongside the Executive Director to learn SHADE’s service delivery approach, case work practices, referral systems, and organizational procedures;
-
Gradually take on increasing responsibility for independent client case work and service delivery throughout the fiscal year;
-
Support delivery of Directed Empowerment services, including client intake, danger/risk assessment, safety planning, emotional support, practical assistance, referrals, problem-solving, follow-up, and related case management functions;
-
Maintain appropriate case notes, client records, and service tracking documentation consistent with SHADE policies and practices;
-
Support implementation of one 12-week cycle of the MIRRORS program as a co-facilitator alongside the Executive Director;
-
Assist with preparation and coordination of program materials, scheduling, outreach, and participant support related to MIRRORS and other programming activities;
-
Maintain confidentiality and apply trauma-and-violence-informed, culturally responsive, and client-centered approaches in all interactions and services;
-
Participate in client feedback and continuous learning processes to support program quality and service improvement.
2. Program Coordination and Administration

Support day-to-day coordination of SHADE programming and operations;
-
Assist with scheduling, communications, correspondence, outreach activities, and coordination with community organizations and referral partners;
-
Support maintenance of organizational records, tracking systems, and administrative documentation;
-
Assist with service delivery tracking, data collection, and documentation required for internal learning, grant reporting, and organizational operations;
-
Support operational tasks related to programming, meetings, workshops, supplies, and related activities;
-
Learn and support selected financial and administrative procedures used within the organization, including documentation and record organization;
-
Assist with maintaining organized electronic and physical files related to programming and operations;
-
Support general organizational administration as required within a small nonprofit work environment.
3. Organizational Development and Transition Support

Work closely with the Executive Director to gain practical exposure to nonprofit operations, organizational management, and community-based service delivery;

Participate in organizational learning and transition planning activities intended to strengthen SHADE’s long-term sustainability and continuity;
-
Gradually take on increasing responsibility related to coordination, reporting, operational support, and organizational functions throughout the fiscal year;
-
Support strengthening of client feedback, monitoring, and service tracking systems;
-
Assist with development and organization of program tools, templates, resource materials, and selected standard operating procedures (SOPs);
-
Support development of organizational knowledge products and community learning resources, including materials related to Directed Empowerment and MIRRORS;
-
Assist with selected fundraising, grant writing, donor communication, and reporting activities as appropriate;
-
Attend Board meetings as a non-voting participant or observer, where appropriate, to support organizational learning and operational coordination.
4. Community Engagement and Representation
-
Support outreach, networking, and relationship-building with community organizations, referral partners, and other stakeholders in Winnipeg;
-
Represent SHADE professionally in meetings, events, workshops, fundraising events, or community activities as appropriate;
-
Promote awareness of SHADE’s services, programs, and mandate within the community;
-
Support community engagement and educational activities related to immigrant and refugee women impacted by domestic abuse, family violence, and gender-based violence.
5. Other Duties and Organizational Flexibility

Work collaboratively with the Executive Director to support the evolving operational and service delivery needs of the organization;

Demonstrate flexibility and adaptability within a small nonprofit and community-based work environment;

Undertake other related duties and responsibilities reasonably connected to the position, as required.

Education
Preferred qualifications include:

Bachelor of Social Work (BSW), or currently completing a BSW program;

Other relevant degrees, diplomas, or educational backgrounds in social work, counselling, psychology, community development, gender studies, human services, settlement work, or related fields may also be considered.

Experience
Preferred experience includes:

Experience supporting vulnerable individuals, families, or communities through direct service, case work, counselling, advocacy, settlement support, or related roles;

Experience working in nonprofit, community-based, social service, or human service environments;

Experience or familiarity working with immigrant, refugee, newcomer, or culturally diverse populations;
-
Experience or understanding related to domestic abuse, family violence, gender-based violence, trauma-and-violence-informed approaches, or women’s support services;
-
Experience coordinating programs, workshops, group facilitation, or community engagement activities is considered an asset;
-
Experience with administrative coordination, recordkeeping and documentation, grant reporting, nonprofit operations, or fundraising is considered an asset.

Additional Requirements

Fluency in spoken and written English is required;

Valid driver’s license and/or ability to travel within Winnipeg for client support, programming, meetings, and outreach activities;

Ability to work in Winnipeg and attend in-person meetings, programming, outreach activities, and client support activities as required;

Some evening or occasional weekend work may be required based on programming or operational needs.
Employment Terms
The Senior Case Worker and Program Coordinator position is a full-time, fixed-term employment position until March 31, 2027, subject to confirmation at the time of hiring.
Continuation or extension of employment beyond March 31, 2027 is conditional upon employee performance, organizational needs, and availability of funding.
Compensation
$27 – $30/hour, approximately $56,160 – $62,400/year gross based on full-time hours and experience.

Work Location
The Senior Case Worker and Program Coordinator position is based in Winnipeg, Manitoba.
SHADE operates within a flexible and community-based work environment that includes a combination of remote work, community-based service delivery, meetings, outreach activities, and administrative work. Subject to operational requirements, portions of the work may be completed remotely or through flexible work arrangements.
The successful candidate will be required to attend in-person programming, client support activities, meetings, workshops, outreach events, networking activities, and other duties within Winnipeg as required to fulfill the responsibilities of the position.
Work may be performed from a combination of locations used by SHADE for organizational operations, meetings, administration, and service delivery activities.
Work Environment
SHADE is a small community-based nonprofit organization operating within a flexible and evolving environment. The successful candidate should be comfortable working collaboratively within a small team structure where responsibilities may evolve based on organizational priorities, funding, client needs, and operational requirements.
Supervision
The Senior Case Worker and Program Coordinator will report directly to the Executive Director.
The position will work closely with the Executive Director across client services, program delivery, administration, organizational coordination, and operational activities throughout the 2026-27 fiscal year.
The Executive Director will provide ongoing mentorship, supervision, guidance, and training related to:

The Senior Case Worker and Program Coordinator may attend Board meetings, planning discussions, workshops, or organizational activities as a non-voting participant or observer, where appropriate, to support organizational learning and coordination.
The position is expected to work collaboratively within a small nonprofit and community-based environment and contribute to the evolving operational and service delivery needs of the organization.
